‘Lack of political will’ is one of those garbage cans into which everything that’s not working right concerning governance is dumped. For a public official or a civil servant to cite this as reason is like confessing in public his or her plan to hang him/herself. It doesn’t make sense.
Why the reasoning persists is because everybody has accepted it at face value. Professors of political science should lobby for the term to be phased out on the grounds that it is a bane to the science and practice. Journalists who are frequently exposed to the statement should persist on the speaker for further explanation – could he or she please expound on the lack of political will? I bet then it’s going to be like opening Pandora’s box.
