This image reminds me of Burnham Park in Baguio City in the 80s when Melvin Jones had lush ground cover and where locals, on weekends, picnic on the sides, soak up much-needed solar heat, or watch the sun go down on the City. One is free to go there and receive park services for free (i.e. no upfront fees asked from users). Now, the area is like an old man, seriously bald in places. Like an asthmatic, gasping for air. People have moved out prefering to gaze at nature or the sunset on the terraces of SM at Luneta Hill.
