Countering NGO corruption

There will always be clouds to hide the blueness of the sky.  Temptations will always trail the human being so we set up systems to free our environments from corruption but most importantly put a leash on our own bad selves. It is critical then that these systems work.  Take the pork barrel scam — otherwise legitimate NGOs that fed and served a few individuals’ greed.  As Filipinos now know, these NGOs did not have internal controls, on purpose.  Janet Napoles, for instance, occupied all the key positions in every implicated organization except perhaps the janitor’s and handling of some accounts which was done by her relative who turned State witness.  Who does that?  Obviously, someone with an agenda and not a very good one. What happened is a reminder to the NGO community that it is not exempted from corruption and so to be ever vigilant.
